The abec scale is an industry standard for the tolerances of a ball bearing 

The higher the Abec rating the tighter the tolerance and the more precise the bearing will be.

when it comes to bearings in the skating industry there is a lot of mis information and Incorrect abec ratings. There is no such thing as an abec 11 or 13  

Most bearings that come out of China with an abec rating of 7 or 9 are not accurate but are good enough to be an entry level bearing for use in most aspects of skating and for this reason A good all round bearing would be Abec 7-9

if you’re after a better quality and longer lasting bearing opt for A Japanese or Swiss company precision bearing.
